Medicaid doesn't supply hotspots. You can often borrow one for free from a library, or use your Medicaid enrollment to qualify for a Lifeline plan that includes hotspot data.
Where to look
- Public libraries: many lend hotspots, often for a few weeks at a time.
- Schools and colleges: ask the student services or technology office.
- Lifeline companies: some sell or include a hotspot, or let your phone act as one. See Lifeline.
- Local nonprofits: call 211.
Use your phone as a hotspot
Most smartphones can share their connection. Ask your carrier whether your plan allows tethering and how much data you get. Video calls use a lot of data, so check before a telehealth visit.

How much data do you need?
Light use like email and web pages needs little data. Video uses much more, sometimes around a gigabyte or more an hour. Ask about what happens when you reach your limit, since speeds may slow. If you rely on the hotspot for medical devices or telehealth, tell your clinic so they can plan a backup.
Who qualifies for Lifeline
Lifeline is the main federal program connected to Free Hotspot with Medicaid searches. You can qualify in one of two ways:
- Through a program: Medicaid, SNAP, SSI, Federal Public Housing Assistance, or the Veterans Pension and Survivors Benefit. Tribal programs also qualify on Tribal lands. You can also qualify through a child or dependent in one of these programs.
- Through income: at or below 135% of the federal poverty level, as shown below.
| Household | Lifeline income limit (135% FPL) |
|---|---|
| 1 | $21,546/yr |
| 2 | $29,214/yr |

Common questions
Can Lifeline pay for a hotspot plan?
Possibly. It depends on the provider and the plan, so ask what qualifies.
Are library hotspots really free?
Usually yes for card holders, but rules, waitlists and late fees vary by library.
Do schools provide hotspots?
Many do for students who need them. Ask the school office.
Is a phone or a hotspot better?
A phone is often enough for one person. A hotspot is handier when you share with others.
